The documentation that must be submitted to benefit from one of the Social Housing Programs, the Municipality of Durrës, each applicant's file must contain documentation that proves the following:
a) For the applicant's personal data:
i. birth certificate of the applicant, except in specific cases when the individual/family is not registered in the civil registry;
ii. certificate of residence in the local self-government unit where social housing is required, for families who have moved from other areas of the country.
b) For the verification of housing conditions, according to letter “a” of Article 16 of Law No. 22/2018, “On Social Housing”:
i. certificate from the State Cadastral Agency (former Local Real Estate Registration Office of Durrës) for the properties held in the name of each family member;
ii. certificate from the State Cadastral Agency (former Durrës Local Real Estate Registration Office) for the surface area of the property owned by the family or any of its members, when the dwelling has a surface area below the housing standards in force;
iii. confirmation from the State Cadastre Agency (former Local Real Estate Registration Office of Durrës) that no property is registered, which can also be used for housing, for any family member who has changed residence for employment purposes;
iv. certificate from the State Cadastre Agency that the applicant or any other adult family member has not applied for housing legalization. (original)
v. verification act from the local unit for:
a. housing at risk of collapse;
b. cases where the family has been left homeless as a result of natural disasters;
c. housing that is demolished or excluded from the legalization process.
vi. court decision for families who lose their homes due to the implementation of the court decision;
vii. Verification act from the local unit for Roma/Egyptian families living in individual dwellings or structures that are not classified as housing.
c) For the verification of family conditions, according to letter “b” of Article 16 of Law No. 22/2018, “On Social Housing”:
i) family certificate;
ii) court decision granting custody of the child or children for divorced couples.
ç) For the verification of social conditions, according to letter “c” of Article 16 of Law No. 22/2018, “On Social Housing”:
i. certificate of the medical commission determining disability for individuals with disabilities;
ii. Relevant certification from the institution where the individual was housed and an orphan’s certificate, issued by the state-authorized institution for individuals with orphan status;
iii. document certifying that he/she has become homeless as a result of the vacating of housing, former property of expropriated entities;
iv. Document issued by the relevant state institutions for persons with the status of “emigrant,” “migrant worker,” and “asylum seeker”;
v. document issued by the relevant state institutions to the families of employees who have fallen in the line of duty, belonging to the State Police, the Guard of the Republic, the Service for Internal Affairs and Complaints at the Ministry of Interior, the Fire Protection and Rescue Service, the Armed Forces, the State Intelligence Service and the Prison Police;
vi. protection order or immediate protection order, issued by the court for victims of domestic violence;
vii. self-declaration whether the individual/family belongs to the Roma or Egyptian national minority;
viii. document issued by the relevant institutions for minors in conflict with the law;
ix. self-declaration that he/she belongs to the LGBTI group;
x. confirmation by family certificate that the individual belongs to the girl-mother category.
d) For the verification of economic conditions, according to the letter "ç", of article 16, of law no. 22/2018, "On social housing":
i. Certification of the family’s net income or a written declaration by the applicant regarding the family’s income and its source, which must be attached to official documents verifying it, including certification from the employer of the applicant’s and other family members’ positions and salaries, if they are employed;
ii. document from tax and social security authorities for the payment of contributions, for all self-employed family members;
iii. certificate from the assistance and care office at the local self-government units for family members included in the economic assistance and payment program for persons with disabilities;
iv. Certification from the employment office of the relevant local unit for persons included in the unemployment benefits program;
v. certificate from social security bodies for retired persons.
