P\u00cbRMBLEDHJE E SHKURT\u00cbR E PROJEKTIT<\/b><\/p>

Objektivi i p\u00ebrgjithsh\u00ebm: Forcimi i kapaciteteve qeveris\u00ebse t\u00eb bashkive n\u00eb lidhje me \u00e7\u00ebshtjet e BE-s\u00eb,\u00a0 si dhe informimi i qytetar\u00ebve Shqiptar\u00eb dhe administratatave lokale n\u00eb Shqip\u00ebri, rreth informacionit n\u00eb lidhje me BE-n\u00eb, politikat dhe programet e saj.\u00a0<\/p>

Q\u00ebllimet<\/b><\/em><\/p>

\u2022 T\u00eb mb\u00ebshtes\u00eb konsolidimin dhe fuqizimin e qeveris\u00eb vendore n\u00eb Shqiperi, n\u00eb kontekstin e zbatimit t\u00eb Strategjis\u00eb Nd\u00ebrsektoriale Komb\u00ebtare p\u00ebr Decentralizimin dhe Qeverisjen Vendore 2015-2020;<\/p>

\u2022 T\u00eb ndihmoj\u00eb t\u00eb gjitha Bashkit\u00eb e Shqip\u00ebris\u00eb n\u00eb krijimin e nj\u00eb nd\u00ebrveprimi efektiv midis BE-se dhe Zyrave vendore t\u00eb BE -s\u00eb \/ K\u00ebndet e BE \u2013 s\u00eb n\u00eb secil\u00ebn Bashki\u00a0 n\u00eb Shqip\u00ebri, si dhe m\u00eb pas n\u00eb\u00a0 manaxhimin efikas t\u00eb tyre;\u00a0<\/p>

\u2022 T\u00eb rris\u00eb njohurit\u00eb p\u00ebr Instrumentin e Asistenc\u00ebs s\u00eb Para-aderimit \u201cIPA\u201d si dhe fondet e tjera kryesore t\u00eb BE-s\u00eb t\u00eb disponueshme p\u00ebr bashkit\u00eb dhe qytetar\u00ebt Shqiptar\u00eb, n\u00ebp\u00ebrmjet historive t\u00eb suksesit nga projekte konkrete;\u00a0<\/p>

\u2022 T\u00eb rris\u00eb kapacitetet e pal\u00ebve t\u00eb interesuara n\u00eb nivel vendor me q\u00ebllim p\u00ebrfitimin nga fondet IPA apo edhe nga fondet dhe programet e tjera kryesore t\u00eb BE-s\u00eb, t\u00eb disponueshme p\u00ebr bashkit\u00eb dhe qytetar\u00ebt Shqiptar\u00eb, n\u00ebp\u00ebrmjet trainimeve q\u00eb fokusohen n\u00eb : konceptimin, ideimin dhe shkrimin e projekt propozimeve, si dhe pro\u00e7edurat e aplikimit.\u00a0\u00a0<\/p>

\u2022 T\u00eb rris\u00eb njohurit\u00eb mbi politikat, objektivat, prioritetet, institucionet, programet dhe perspektiv\u00ebn e Bashkimit Evropian, si dhe t\u00eb sqaroj\u00eb mitet apo konceptet e gabuara ne lidhje me pro\u00e7esin e an\u00ebtar\u00ebsimit n\u00eb BE;\u00a0<\/p>

\u2022 T\u00eb rris\u00eb kapacitetet e pushtetit vendor p\u00ebr ta marr\u00eb, kuptuar dhe p\u00ebrhapur informacionin q\u00eb ka t\u00eb b\u00ebj\u00eb me BE-n\u00eb, dhe ve\u00e7an\u00ebrisht jo vet\u00ebm at\u00eb q\u00eb ka lidhje me publikun,\u00a0 por dhe at\u00eb q\u00eb ka p\u00ebr destinacion administrat\u00ebn e vet\u00eb bashkive;<\/p>

\u2022 T\u00eb rrise kapacitetet bashkiake p\u00ebr t\u00eb grumbulluar, si nga publiku ashtu dhe nga administrata, p\u00ebrpunuar dhe ofruar informacionin i cili mund t\u00eb jap\u00eb njohuri mbi programet dhe nd\u00ebrhyrjet\u00a0 e ardhshme t\u00eb Qeveris\u00eb Shqiptare, BE-s\u00eb dhe partner\u00ebve nd\u00ebrkomb\u00ebtar\u00eb;\u00a0 \u00a0 \u00a0\u00a0<\/p>

\u2022 T\u00eb rris\u00eb nd\u00ebrveprimin dhe koordinimin me strukturat e ndryshme t\u00eb informacionit dhe pal\u00ebt e tjera t\u00eb interesuara, n\u00eb ve\u00e7anti me Rrjetin e Informimit t\u00eb BE-s\u00eb \u201cZyrat e Informimit t\u00eb BE-s\u00eb n\u00eb Tiran\u00eb, Shkod\u00ebr dhe Vlor\u00eb\u201d, Projektin\u00a0 TACSO dhe Vendet An\u00ebtare t\u00eb BE-s\u00eb, n\u00eb lidhje me ofrimin e informacionit rreth BE-s\u00eb dhe pro\u00e7esit t\u00eb integrimit n\u00eb BE.<\/p>

Komponenti 1<\/b>: Zyrat Vendore t\u00eb BE -s\u00eb \/ K\u00ebndet e BE -s\u00eb p\u00ebr forcimin e institucioneve vendor dhe trainimet.\u00a0\u00a0<\/strong><\/em><\/p>

\u2022 Krijimi i Zyrave vendore t\u00eb BE -s\u00eb,\u00a0 t\u00eb aksesueshme dhe funksionale n\u00eb t\u00eb gjitha bashkit\u00eb e Shqip\u00ebris\u00eb;<\/p>

\u2022 Sigurimi i nj\u00eb menaxhimi t\u00eb qart\u00eb dhe operacional i\u00a0 Zyrave vendore t\u00eb BE -s\u00eb, n\u00ebp\u00ebrmjet ofrimit t\u00eb trainimeve t\u00eb p\u00ebrshtat\u00ebshme e t\u00eb dedikuara n\u00eb ve\u00e7anti;<\/p>

\u2022 Realizimi i trainimeve mbi mund\u00ebsin\u00eb e p\u00ebrftimit nga fondet IPA apo edhe fondet dhe programet e tjera t\u00eb BE -s\u00eb n\u00eb dispozicion t\u00eb bashkive apo qytetar\u00ebve shqiptar\u00eb ( si t\u00eb ideojn\u00eb, shkruajn\u00eb projekte dhe procedurat e aplikimit). Realizimi i moduleve elektronike \u201ce \u2013 leraning\u201d t\u00eb trainimit, me q\u00ebllim krijimin e mund\u00ebsis\u00eb p\u00ebr zyrat vendore t\u00eb BE -s\u00eb, q\u00eb t\u00eb mund t`i p\u00ebr\u00e7ojn\u00eb k\u00ebto trainime tek koleg\u00ebt e tyre apo tek pal\u00ebt e tjera t\u00eb interesuara q\u00eb mund t\u00eb p\u00ebrfitojn\u00eb prej tyre.\u00a0<\/p>

\u2022 Realizimi i trainimeve mbi politikat, objektivat, prioritet, institucionet programet dhe perspektivat e BE -s\u00eb, si dhe mbi qart\u00ebsimin e miteve apo keqkuptimeve n\u00eb lidhje me pro\u00e7esin e integrimit n\u00eb BE. V\u00ebmendje t\u00eb ve\u00e7ant\u00eb do t`i kushtohet politikave n\u00eb nivel vendor si dhe K\u00ebshillit Bashkiak n\u00eb vecanti n\u00eb lidhje me kompetencat e tij.\u00a0 \u00a0 \u00a0<\/p>

\u2022 Realizimi i trainimeve m\u00eb t\u00eb gjitha zyrat vendore t\u00eb BE -s\u00eb \/ K\u00ebndet e BE -s\u00eb, p\u00ebrgjat\u00eb gjith\u00eb koh\u00ebs s\u00eb zbatimit t\u00eb projektit, me q\u00ebllim analizimin e ecuris\u00eb dhe arritjeve t\u00eb projektit.\u00a0<\/p>

Komponenti 2<\/b>: Rrjet\u00ebzimi dhe komunikimi online<\/strong><\/em><\/p>

\u2022 Realizimi i nd\u00ebrveprimit midis bashkive dhe transferimit t\u00eb njohurive n\u00ebp\u00ebrmjet nj\u00eb platforme komunikimi on-line. Informacionet n\u00eb lidhje me Bashkit\u00eb, ndarja e praktikave m\u00eb t\u00eb mira, nd\u00ebrveprimi midis vet\u00eb bashkive apo edhe me nivelet m\u00eb t\u00eb larta, do t\u00eb mund\u00ebsohen nga kjo platform\u00eb.\u00a0<\/p>

\u2022 Realizimi i vleresimit t\u00eb ecurise s\u00eb treguesve q\u00eb nd\u00ebrlidhen me zbatimin e kritereve politike dhe ekonomike t\u00eb integrimit europian, sipas secil\u00ebs bashki dhe n\u00eb t\u00eb gjith\u00eb vendin, me q\u00ebllim informimin e autoriteteve q\u00ebndrore dhe vendore mbi \u00e7\u00ebshtjet e qeverisjes dhe nivelet e zbatimit, si dhe nd\u00ebryrjet dhe programet e prit\u00ebshme n\u00eb t\u00eb ardhmen nga Bashkimi Evropian apo partner t\u00eb tjer\u00eb nd\u00ebrkomb\u00ebtar\u00eb.\u00a0 \u00a0<\/p>

Komponent i 3<\/b>: Vizibiliteti dhe eventet<\/strong><\/em><\/p>

\u2022 Realizimi i shp\u00ebrndarjes s\u00eb specifikuar t\u00eb informacionit n\u00eb lidhje me Instrumentin e Asistences s\u00eb Para-Aderimit (IPA) si dhe fondeve e programeve t\u00eb tjera t\u00eb p\u00ebrshtat\u00ebshme t\u00eb BE-s\u00eb t\u00eb cilat jan\u00eb n\u00eb dispozicion p\u00ebr Bashkit\u00eb shqiptare apo qytetar\u00ebt;\u00a0<\/p>

\u2022 Sigurimi i shp\u00ebrndarjes s\u00eb produkteve informuese mbi BE -n\u00eb ( printime, produkte audiovizuale dhe botime elektronike)<\/p>

\u2022 Sigurimi i mb\u00ebshtetjes ndaj Delegacionit dhe\u00a0 Rrjetit t\u00eb Informimit t\u00eb Bashkimit Evropian n\u00eb Shqip\u00ebri n\u00eb lidhje me zbatimin e aktiviteteve t\u00eb informimit dhe komunikimit, duke p\u00ebrfshir\u00eb fushata dhe evente t\u00eb ndryshme.\u00a0<\/p>
