Përshkrimi: Projekti TERRAIN financohet nga Programi Interreg IPA Adrion 2021-2027
(https://www.interreg-ipa-adrion.eu/). Bazuar në shkëmbimin e përvojave dhe bashkë-projektimin, ai
synon të udhëheqë dhe lehtësojë kalimin e qyteteve të Makro-rajonit Adriatiko-Jonian në një
lëvizshmëri urbane të qëndrueshme dhe inteligjente. Së bashku me Qendrën për Kërkim dhe
Teknologji Hellas/Institutin Helenik të Transportit (CERTH/HIT) si udhëheqës horizontal të projektit, 9
qytete të zonës së Programit janë përfshirë në një bashkëpunim trevjeçar për shkëmbimin e përvojave
dhe njohurive, duke i ndihmuar ato të ndërtojnë qytete pa emetime/zero emetime në lidhje me
lëvizshmërinë sipas direktivave të BE-së. Partneriteti përfshin entitete që përfaqësojnë 4 qytete nga
vendet evropiane të programit ERDF, të cilat janë pjesë e iniciativës “Qytete të klimës neutrale dhe
inteligjente” (Janina – Greqi, Bolonja – Itali, Ljubljana – Slloveni, Zagreb – Kroaci) dhe 5 nga qytetet më
të mëdha të vendeve përfituese të Programit IPA (Sarajevë – Bosnjë dhe Hercegovinë, Berane – Mali i
Zi, Pančevo – Serbi, Shkup – Maqedonia e Veriut, Durrës – Shqipëri).
Si pjesë e projektit, do të krijohen “living labs/laboratore të gjalla” në çdo zonë pjesëmarrëse, anëtarët e të cilëve do të analizojnë bashkërisht, do të marrin vendime, do të zbatojnë dhe do të monitorojnë
rezultatet e aksioneve pilote për promovimin e lëvizshmërisë së qëndrueshme. Në kuadër të
shkëmbimit të përvojave ndërkombëtare dhe bashkëpunimit, qytetet evropiane nga programi i ERDFsë do të veprojnë si mentorë për qytetet nga vendet IPA, duke kryer inspektime në terren, duke
propozuar masa dhe ndërhyrje dhe duke i mbështetur ato në nismën për të kaluar në transportin pa
karbon/zero karbon.
Qëllimi i Projektit
TERRAIN promovon lëvizshmërinë urbane të qëndrueshme në Rajonin Adriatiko-Jonian duke nxitur
bashkë-planifikimin dhe bashkëpunimin ndërkombëtar. Nëpërmjet mentorimit, laboratoreve të gjalla dhe zgjidhjeve të lëvizshmërisë inteligjente, TERRAIN synon të rrisë ndërgjegjësimin dhe pjesëmarrjen dhe të reduktojë emetimet përmes përmirësimit të lëvizshmërisë multimodale për qytete të qëndrueshme dhe pa karbon/zero karbon.
Rezultatet që priten nga projekti:
• Krijimi i nëntë (9) living labs/laboratoreve të gjalla në qytetet dhe rajonet pjesëmarrëse, për të
shërbyer si platforma për zgjidhje inovative të mobilitetit dhe projekte pilote.
• Zbatimi i masave për të reduktuar ngarkesën e trafikut.
• Përdorimi i rritur i mundësive të transportit me emetime të ulëta dhe pa emetime/zero emetim.
• Përmirësimi i cilësisë së ajrit të zonave urbane përmes promovimit të mundësive të transportit
ekologjik dhe promovimit të mobilitetit jo-motorik.
• Pjesëmarrja aktive e komunitetit lokal në projektimin, marrjen e vendimeve dhe zbatimin e
zgjidhjeve të lëvishmërisë/mobilitetit.
• Lehtësimi i shkëmbimit të njohurive përtej kufijve midis qyteteve të rajoneve ESRR dhe IPA.
• Krijimi i zgjidhjeve të lëvizshmërisë/mobilitetit që mund të replikohen dhe aplikohen në qytete dhe
rajone të tjera përtej kuadrit të projektit.
Roli dhe përgjegjësitë kryesore të Bashkisë Durrës (PP10):
Si pjesë e projektit TERRAIN, Bashkia Durrës do të marrë pjesë në aksionet dhe nismat për transportin
pa emetime, duke zbatuar plane pilote, duke organizuar vizita studimore ndërkufitare apo takime me grupet e interest (living labs), shkëmbime të eksperiencave dhe përvojave me vendet partnere për
promovimin e lëvizshmërisë urbane pa emetime/zero emetime.
Kështu, Bashkia Durrës do të jetë përgjegjëse për zbatimin e Aksionit Pilot: përmirësimi i sistemit
informativ të transportit publik, përmes ekraneve dhe pajisjeve ICT. Projekti pilot përfshin instalimin
e një pajisjeje gjeolokacioni brenda flotës së transportit publik të Durrësit, e cila do të mundësojë
detektimin në kohë reale të vendndodhjes së mjeteve.
Për më tepër, pjesëmarrja në projektin TERRAIN lejon Bashkinë Durrës të ndërtojë partneritete të reja
me vendet e tjera partnere të projektit.

Description: The TERRAIN project is funded by the Interreg IPA Adrion 2021-2027
Programme (https://www.interreg-ipa-adrion.eu/). Based on experience exchange and codesign, it aims to properly guide and facilitate the cities of the Adriatic-Ionian Macro-region in their transition to sustainable smart urban mobility. With the Centre for Research and Technology Hellas/Hellenic Institute of Transport (CERTH / HIT) as horizontal mentor of the
project, 9 cities of the Programme area are involved in a three-year collaboration for experience and knowledge exchange, helping them to design zero-emission cities in terms of mobility according to EU directions. The partnership includes entities representing 4 cities from the ERDF European countries of the programme, which are part of the “Climate-neutral and smart cities” (Ioannina – Greece, Bologna – Italy, Ljubljana – Slovenia, Zagreb – Croatia) and 5 of the largest cities from the IPA countries of the Programme (Sarajevo – Bosnia and Herzegovina, Berane – Montenegro, Pančevo – Serbia, Skopje – North Macedonia, Durrёs -Albania), with expected high benefits.
As part of the project, living labs will be created in each participating area, whose members
will co-analyze, co-decide, co-implement, and co-monitor the results of pilot actions promoting
sustainable mobility. In the context of transnational experience exchange and collaboration,
the ERDF cities of the project will act as mentors for the IPA cities, conducting on-site
inspections, proposing measures and interventions, and supporting them in the desired
transition to zero-carbon transport.
Project goal
TERRAIN promotes sustainable urban mobility in the Adriatic-Ionian Region by fostering co-planning
and transnational cooperation. Through mentoring, living labs and smart mobility solutions, TERRAIN
aims to increase awareness and participation and to reduce emissions through the improvement of
multimodal mobility for resilient, net-zero cities.
Expected project results:
- Establishment of nine (9) living labs in participating cities and regions to serve as testbeds for innovative mobility solutions and pilot projects.
- Implementation of measures designed to reduce traffic congestion.
- Increased use of low-emission and zero-emission transport options.
- Decrease in urban air pollution through the promotion of eco-friendly transportation options and promotion of non-motorized mobility.
- Active participation from local communities in the design, decision-making, and
implementation of mobility solutions. - Facilitation of cross-border knowledge exchange between cities from the ESRR and IPA
regions. - Creation of mobility solutions that can be scaled and replicated in other cities and regions
beyond the project’s scope.
PP10 Durrës Municipality key role and responsibilities:
As part of the TERRAIN project, Durrës Municipality will participate in net-zero transport actions and
initiatives, by implementing pilot actions, organizing cross-border study visit, and living lab meetings,
intervention co-creation clinic and net-zero urban mobility experience exchange.
Hence, Durrës Municipality will be responsible for implementation of the Pilot Action: improvement
of informative system of public transport, screens, ICT equipment. The pilot project consists of
installing a geolocation device inside the Local Public Transport/LPT Durrës vehicle fleet capable of
detecting real-time location of the vehicles.
Moreover, the participation in TERRAIN allows Durres Municipality to establish new partnerships with
other project partners.
